Since then, Lamar has championed proposals that promote city accountability, fiscal responsibility and transparency. In 2018, with the city facing a $12 million dollar structural deficit, Lamar led the development of Measure W, which resulted in the funding of 115 police officers, 8 code enforcement officers and over $2 million for recreation and youth services. The overwhelming passage of Lamar’s proposal by voters placed Antioch in a sound fiscal position for the next 20-plus years.  Lamar also led the safe and responsible regulation of Antioch’s cannabis industry (passed by the city council by a narrow 3-2 vote), the full funding of Antioch’s retirement pension obligation for the first time in over 20 years, another narrow approval of Antioch’s first transit-oriented community at the intersection of Hillcrest and Deer Valley, the creation of first Antioch’s Youth Services Czar, and the establishment of both the Antioch Youth Services Task Force and the Antioch Homeless Encampment Task Force.  Lamar Thorpe for Antioch City Council-District 3 2020; FPPC 1386995
