      Title: Winning the DARPA Spectrum Collaboration Challenge


      The Spectrum Collaboration Challenge (SC2) is a recent DARPA grand challenge that aimed to spur the development of next-generation AI-enabled wireless networks to overcome scarcity in the radio frequency spectrum. Teams from around the world developed autonomous radio algorithms that were pitted against each other in a series of tournament events to determine which team's system was best able to share the radio spectrum with other teams to deliver network traffic in a variety of scenarios. Our team, Team GatorWings, won the overall top prize of $2 million at the SC2 Championship Event held in October 2019. In this presentation, we share our experiences as well as the radio design strategies that led our team to win the SC2.


      John M. Shea received the B.S. (with highest honors) in computer engineering from Clemson University in 1993 and the M.S. and Ph.D. degrees in electrical engineering from Clemson University in 1995 and 1998, respectively. Dr. Shea is currently a Professor of electrical and computer engineering at the University of Florida. He is currently engaged in research on wireless communications and networks with emphasis on military communications, dynamic spectrum access, and networked control systems. Dr. Shea was team co-leader for Team GatorWings, which won the DARPA Spectrum Collaboration Challenge (DARPA's fifth grand challenge). He received the Lifetime Achievement Award for Technical Achievement from the IEEE Military Communications Conference (MILCOM) and is the only two-time winner of the Ellersick Award from the IEEE Communications Society for the Best Paper in the Unclassified Program of MILCOM. Dr. Shea was selected as a Finalist for the 2004 Eta Kappa Nu Outstanding Young Electrical Engineer Award. He has been an editor for IEEE Transactions on Wireless Communications, IEEE Wireless Communications magazine, and IEEE Transactions on Vehicular Technology.
